If I were a betting man, I'd say that he has been mean or cruel about it to his stepson's face. He just hasn't been mean or cruel about it in front of his wife, because he knows that he can get away with being cruel to his step-son when she is not around.

There is no world where this is an acceptable punishment for skipping class. I've seen many viral videos where parents cut their kids' hair off as a punishment for being mean to another kid, and even in those cases, the punishment doesn't fit the crime. If your teenager skips class, you should forbid him from hanging out with his friends for a week or make him do a laundry list of chores. Taking away his hair, which will take years to regrow, is so much more drastic, and it will teach him that any transgression, no matter how small, will be met with the most extreme reprimands.

Although I understand where she's coming from emotionally, using her husband's credit card to buy her son a leather jacket won't make the situation any better. It shows her son that she will try to throw money at a problem to make it go away rather than face it head-on. It shows her husband that the worst thing that will happen if he hurts her son is that he will lose a couple of hundred bucks.
